On December 1999, Jim bargained with Revolution, stating that if he wins the match, the members of Revolution would take over the janitor position. On the other hand, if Jim lost, he would leave the USA . This bargain in motion, issued Duggan to request assistance from the Varsity Club members, which included Steiner, Sullivan, and Rotunda, who joined him at the Starr Cade arena, fighting against Revolution. Thus, the Varsity group had their own ideas in mind, and left Duggan standing at the matches. He lost the round.
Duggan was later demanded to satisfy his agreed part with Revolution. Duggan refusing battled with the Revolutions and lost the matches. Going to the low end of the food chain again, Duggan returned to the Saturday fights, still janitor.
In 2000, Jim joined with the Misfits (MIA) in Action, more specially joining with General Reaction, fighting against the Canada Team that included the USA Canada Champion, Lance Storm.
